September 26, 2008 -GOVERNOR SIGNS AB 2759 (Jones) and SB 1629 (Steinberg)
Today Governor Schwarzenegger signed both AB 2759 (carried by Assemblymember Dave Jones) and SB 1629 (carried by Senator Darrell Steinberg) into law.  CCDAA was a co-sponsor of both bills.

September 25, 2008 - Urge the Governor to Sign AB-1028
Now that the Governor has signed the budget he will be signing or vetoing hundreds of other bills.  He must sign or veto these bills by Tuesday, September 30 (or, if he takes no action, they become law without his signature). 
  
Please ACT TODAY or tomorrow and send a brief e-mail to the Governor urging him to sign AB 1028, sponsored by CCDAA. Using the Governor's web site to send him e-mails is easy.

September 23, 2008 - Governor Schwarzenegger Signs Budget
This morning, Governor Arnold Schwarzenegger signed the 2008-09 state budget, concluding a very long, difficult budget year.  CCDAA is currently analyzing the budget as it pertains to early care and education programs, so we will be sure to inform members of the specifics shortly.

We have been informed by CD Fiscal that the pay run should be sent to the State Controller’s Office on Wednesday, where they will need three days to process the checks, with the checks being mailed on Tuesday, September 30.

September 22, 2008 - Governor will Veto Budget
At 3pm this afternoon, Governor Schwarzenegger held a press conference stating that he will veto the compromise budget that was passed last night by both the Assembly and Senate. It is expected that the legislature will override his veto by a 2/3 majority vote, however, if this is done, the Governor has said that he will VETO all of the legislation on his desk. He stated that he “will approve legislation that creates jobs, costs nothing and is good for California.” Anything else will likely be vetoed.

September 15, 2008 -Budget Deal Comes Together
Democratic and Republican leadership in both the Senate and Assembly reported that they have reached agreement on a 2008-09 budget plan that includes no new taxes and no borrowing. However, as of this morning, the governor has not committed to signing the deal, but it looks like a two-thirds vote exists for the plan in both houses.

September 12, 2008 - IMPORTANT BUDGET SURVEY – DAY 73 of NO BUDGET
As you know, the California State Budget is the latest State budget on record, at 73 days late. It seems as if this crisis will still drag on for at least a few more weeks. CCDAA needs to know how our members are handling this crisis and hopefully help to find a solution.  All of the responses to the survey will be combined into a 2 to 3 page document that will be given to the Governor and the Legislature. It will be followed by a CCDAA press release, detailing the real and human impact on child care families, employees, and providers.

August 20, 2008 - Preschool Drawing Project
With your help we can show our state legislators and the governor the importance of high-quality preschool. Together with our sister organizations, we are urging all Preschool programs to create drawings that we will compile and show to the legislature and the Governor.

August 19, 2008 - California Budget Update
In a 4 1/2 hour Sunday evening, the Assembly held a session regarding the California State Budget. The budget package discussed is a compromise of significant cuts and targeted, permanent revenues to prevent even deeper cuts to schools, health care, child development and other vital services.

August 12, 2008 - Support AB 1028
Your bill, AB 1028 (Caballero) is on it's way to the Governor's Desk! Please help by sending your letters of support to Governor Schwarzenegger urging him to sign AB 1028 (Caballero)!

CCDAA's bill, AB 1028 (Caballero) will ensure that you will always be able to keep 3rd party unrestricted income and not have the Department of Education seize your money.

August 6, 2008 - Support SB 1629 & AB 2759
On August 7, 2008 two key preschool reform bills – SB 1629 (Steinberg) and AB 2759 (Jones) will be voted on by the Appropriations Committees. We need your help to make sure these two bills move on to the final floor vote! As you are aware, CCDAA is a Co-Sponsor of both SB 1629 and AB 2759 with Preschool California, California Department of Education, Children Now and Fight Crime Invest in Kids.

July 28, 2008 -Superintendent Jack O’Connell Discusses Impact of State Budget Impasse on Child Care Agencies
State Superintendent of Public Instruction Jack O'Connell held a news conference this morning at White Memorial Rainbow Center in Los Angeles to highlight the effect of the state budget stalemate on child care agencies across the state and to urge the Legislature and the Governor to come to a budget agreement. June 9, 2008 - CCDAA announces new Need and Eligibility Regulations Trainings in Partnership with CDD!
CDE's new Eligibility and Need regulations make substantial changes in the rules for enrolling new families and for recertifying existing families; as well as the documentation required in the Contractor’s file.  These regulations are to be implemented beginning July 1, 2008 (hopefully with the sought after and anticipated ramp up period).  CDE Contractors will need to know how to interpret and implement these NEW regulations.

April 18, 2008 CCDAA - Preschool Framework
Kathy Lafferty represented CCDAA at the Preschool Curriculum Stakeholder Meeting on April 7, 2008. At this meeting, CCDAA was invited to give imput on the Preschool Curriculum framework as it is written. Additionally, we were invited to report back to our organizations, to ask members for specific examples of activities/enviroments which demonstrate the integrated nature of learning in all domains.

April 2, 2008 CCDAA - Collaborative Success - Third Party Funding
CCDAA and CDE successfully reached agreement to revise the way 3rd party restricted income is reported and treated in the process of calculating CDD contract earnings.  The agreement will make it easier for agencies to "blend" CDD funds with funds from other ("3rd party") sources, protect 3rd party funding from being used to pay for CDD expenses, and make the accounting and reporting of those 3rd party funds easier. March 20th, 2008 - Governer Vetoes SB 867
Governor Schwarzenegger  vetoed SB 867 (Cedillo), the Family Child Care Union Billon Thursday, March 20th which would have authorized collective bargaining for licensed and license-exempt, family child care providers.  It was the third time in a row that he has rejected similar legislation.
  
Great work to all members that submitted letters of opposition to SB 867, without all of the public pressure, the Governor may have signed the bill!

Combining State Preschool or Prekindergarten and Family Literacy Programs with General Child Care to Provide Full-Day Services
CDE has just released a Management Bulletin related to CCDAA's Bill AB 1080 that was signed by the Governor last year.

This Management Bulletin covers how State Preschool (CPRE) and Prekindergarten and Family Literacy (CPKP) contractors that also have a General Child Care (CCTR) can wrap to offer full-day services to eligible families beginning July 1, 2008.

Please act quickly on the application process! The deadline is March 14, 2008!

Governor’s 2008-2009 Budget

CDD Interim Director Announced
Gwen Stephens has been appointed as the California Department of Education (CDE) Child Development Division (CDD) Interim Director. The CEA applications to fill Michael Jett's vacant position are due no later than January 4, 2008.  We will keep members posted as we hear more.

The 2008 California Report Card: The State of the State's Children has just been released by Children Now. The report assigns letter grades to key issues affecting California’s children.

Create an Emotionally Healthy Learning Environment

You deal with children’s emotions every day. Johnny hits Sammy and a tussle ensues. Sara sobs and screams hysterically whenever her mom drops her off.  Tommy and Samantha defiantly ignore what you tell them to do, appearing not to hear you or screaming, “No!”

In my educator workshops, I often ask people to share their challenges with children. In moments they create a long list of children’s misbehavior that makes their time with children difficult and frustrating. They know these behaviors stem from the emotional pain and trauma children experience. These uncooperative, unhappy behaviors can run a classroom. It takes only one or two out of control children, and everything becomes difficult. The few seem to ruin it for the many. Click here to read the rest of the article
