January 7th, 2008 - AP & FCCHEN Employee Issue
There has been a CRITICAL development in the employee/employer/independent contractor issues for AP and FCCHEN agencies. CCDAA is sending this update out to provide basic information to our members. CCDAA will follow this issue and provide further information and updates as available.
KEY ISSUES:
What happened? An in-home exempt child care provider asked the IRS for a ruling on whether she was an employee of the AP agency who was paying her to care for a child/children. IRS then issued an “Internal Revenue Determination letter” to the agency (which may be different than a “Notice of Determination”). The agency and CAPPA then shared much of this letter with the field (“thank you” to the agency and CAPPA).
The major finding in the letter was: “We hold the worker to have been an employee of the firm.” By “firm” the letter means the AP agency.

December 10th, 2007 - AB 1080 update
This update is to fill you in on the impletation of AB 1080 (Mullin), the CCDAA sponsored Bill that was signed by the Governer on October 9th, 2007. The purpose of AB 1080 is to clarify language in AB 172 regarding the ability of agencies to use thier existing General Child Care funds to "wrap" either a PKFLP preschool class or a State Preschool class to provide a full-day/full year program.

November 19th, 2007 - Need Regulations for Childcare and Development Programs
The California Department of Education has just released the revised 15 day notice of the modified text of the proposed Need regulations for Child Care and Development Programs.
Written comments regarding the proposed changes will be accepted between November 15, 2007 and November 29, 2007, inclusive. All written comments must be submitted to the Regulations Coordinator via facsimile at 916-319-0155 or emailed to regcomments@cde.ca.gov and received by close of business at 5:00 p.m. on November 29, 2007.

November 1st, 2007 - CCDAA 2 Minute Wildfire Survey
In response to the devastating fires in Southern California, CCDAA is working closely with the California Department of Education to get answers to all of you who have been affected by the wildfires, including those agencies that had to close down directly because of the wildfires and indirectly because of damage caused by the related smoke and wind.
To help CDE facilitate this process, CCDAA has developed a simple 2 minute survey to see how many programs were affected by the fires. If you were affected by the recent wildfires, please go to the CCDAA Wildfire Survey.

September 7th, 2007 - AB 1080 Passed Senate Floor
Today, Friday September 7, AB 1080 (Mullin) cleared the Senate Floor on a 33-3 vote. Since there are no Senate amendments with which the Assembly must concur, it's off to the Governor!

June 4, 2007 - CCDAA Action Alert - Budget Advocacy - Open the $20m for all agencies
As part of the 07-08 California State Budget Revise process, the Assembly approved $20 million in one-time, Proposition 98 funds for block grants to school districts for one-time activities related to improving the statewide preschool infrastructure, such as professional development for preschool teachers, data collection, teacher training programs, and facilities. May 31, 2007 - CCDAA Update - Good News on Both CCDAA Bills
We were just informed that the Assembly Appropriations took up and passed both CCDAA sponsored bills, AB 1028 (Caballero) and AB 1080 (Mullin). Both passed on an "A" roll call, meaning unanimously. Clearing this committee is VERY important for both bills.
Thank you to all of the members who wrote and emailed to the committee chairs. This made a huge difference and helped our bills get passed!

CCDAA bill AB 1028, to ensure that you will always be able to keep 3rd party unrestricted income and not have the Department of Education seize your money, is up for vote in the Assembly Appropriations Committee on Wednesday, May 23rd. The Chair of the Assembly Appropriations Committee is Mark Leno.
May 16, 2007 - CCDAA Update - Governor's May Revise
Governor Schwarzenegger’s May Revise to the FY 2007-2008 Budget Proposal was released this week. Highlights for child development programs include:
- The cost-of-living adjustment (COLA) for child development programs was increased to 4.53% from the 4.04% proposed in January.
- Increase of $50 million in funding to the Pre-Kindergarten Family Literacy (PKFL) program. This will increase total funding of this program to $100 million annually.
- Extending of the $2,500 stipend per classroom for the PKFL program to ALL state subsidized programs with priority given to PKFL programs. The total amount of funding remains at $5 million for support activities, including professional development for preschool teachers.

April 17, 2007 - CCDAA Update - CDD Draft Preschool Learning Foundations Online!
The Child Development Division of the California Department of Education (CDE) has just released their draft version of the Preschool Learning Foundations for preview and comment. The Foundations can be found on the CDE website by clicking here.
CPIN Leads are facilitating input sessions for the Preschool Learning Foundations beginning next week. Other opportunities for input include a Web survey and formal public hearings. Please visit the website for more information including a calendar of trainings.
April 17, 2007 - CCDAA Alert - Facilities Renovation and Repair
The California Department of Education, Child Development Division recently released a Management Bulletin pertaining funding that supports the repair and the renovation of facilities used to serve state-subsidized families in center-based child care and development programs administered through contracts with the California Department of Education (CDE), Child Development Division (CDD). These funds provide eligible agencies financial assistance to maintain compliance with the American with Disabilities Act of 1990 and health and safety requirements in existing facilities. April 13, 2007 - CCDAA Alert - Suspension of Working Day Limitation
The California Department of Education, Child Development Division recently released a Management Bulletin pertaining to the suspension of the limitation on seeking employment pursuant to the Governor's Proclamation of an Emergency in 18 counties. The purpose of this Management Bulletin is to announce the order of the Superintendent of Public Instruction to suspend the sixty (60) working day limitation on seeking employment for the remainder of the contract year in the counties affected by the Governor's Proclamations of a State of Emergency. November 21, 2006 - CCDAA Alert - RFP for AB172 Funding Available
The RFP for AB 172 was posted on the CDE website this afternoon at 4pm, with an application due date of January 19, 2007. All eligible programs interested in providing Pre-kindergarten and Family Literacy Program (PKFLP) must be located in an attendance area of an elementary school with a 2005 base Academic Progress Index (API) decile score of 1, 2, or 3. Preference will be given to programs located in a Local Child Care Planning Council (LPC) priority area.

October 3, 2006 - CCDAA Update - Info on AB 172
As many of you know, on September 7, 2006 Governor Schwarzenegger signed AB 172 (Chan) into law. This bill enacts the Governor's new, Targeted State Preschool program by providing $50 million in funds for part day preschool, child development and family literacy. In addition, there was one time $50 million in the budget allocation for facilities.

August 25, 2006 - Update - Early Care and Education Coalition Opposing SB 697
CCDAA has joined a coalition with the California Alternative Payment Program Association (CAPPA), the California Chamber of Commerce, the Professional Association for Childhood Education (PACE), the Child Care Alliance of Los Angeles, the Northern Directors Group, and the Child Development Policy Institute (CDPI) to jointly stand in opposition of SB 697.
